How to print zeroing targets at true scale

In your print dialog, set scale to 100% / "Actual size" — turn OFF "fit to page" and "shrink to printable area."
After printing, measure the 1-inch bar with a ruler: it must be exactly 25.4 mm. If it isn't, your printer scaled the page.
Letter (8.5×11") for US printers; A4 for everywhere else — both versions are dimensioned identically where it matters.
